Carroll Publishing today announced that it has prepared the first authoritative chart depicting the new structure of the Federal government’s intelligence community. On Feb. 17, 2005, President Bush nominated career diplomat John Negroponte as the country’s first Director of National Intelligence. The Office of the National Intelligence Executive organization chart suggests how Negroponte will be responsible for the direction and coordination of more than a dozen offices and bureaus from agencies throughout the federal government.

By creating the new post, recommended by the 9/11 Commission, the Bush administration ushered in a new era of how the government’s intelligence community conducts business. This sweeping reorganization completely alters the chain of command and reporting structure of the United States government’s intelligence agencies.
The Carroll chart graphically depicts the web of relationships between the new Office of the National Intelligence Executive and existing agencies – the who, what and where that will govern U.S. intelligence activities domestically and globally in the 21st century. Oversight of various offices and bureaus within Justice, Homeland Security, Defense, Energy, State and Treasury will now extend to the NIE office in addition to their departments. DHS went through a similar phase during its creation in 2002.
